PAT Testing
Portable appliance testing to check that electrical appliances are safe to use — suitable for rental properties, offices, and commercial premises.
What is PAT Testing?
Portable Appliance Testing (PAT) is the process of inspecting and testing electrical appliances to check they are safe to use. It involves both a visual inspection and, where appropriate, electronic testing using specialist equipment.
Appliances that pass are labelled with a PAT test sticker showing the test date and the next recommended test date. Any appliances that fail should be taken out of use immediately.
PAT testing covers any electrical appliance that can be plugged in and moved — including televisions, kettles, toasters, washing machines, lamps, extension leads, and power tools.
Why is it important?
Faulty electrical appliances are a significant cause of fires and electric shock injuries in the UK. Many faults are not visible to the naked eye and can only be detected through proper testing. This makes PAT testing particularly important in environments where appliances are used heavily or by multiple people.
For landlords who supply appliances with a furnished or part-furnished rental property, PAT testing provides a clear record that due diligence has been carried out. In the event of an incident, this can be important for insurance purposes and any legal proceedings.
For businesses, regular PAT testing helps protect employees and visitors, and demonstrates compliance with health and safety obligations.
UK Regulation
There is no specific law that requires PAT testing by that name, but several pieces of legislation place a duty on landlords and employers to ensure electrical appliances are maintained in a safe condition:
- Electricity at Work Regulations 1989 — requires that electrical systems and equipment are maintained to prevent danger
- Health and Safety at Work Act 1974 — employers must ensure the workplace is safe, including electrical equipment
- Landlord and Tenant Act 1985 — landlords must keep installations and appliances they provide in safe working order
The HSE and local authorities recommend PAT testing as a practical way for landlords and businesses to demonstrate compliance with their duty to maintain electrical appliances safely. The required frequency depends on the type of appliance and environment — higher-risk environments generally require more frequent testing.
