What is a Gas Safety Certificate?
A Gas Safety Certificate — formally known as a CP12 — is a document issued following an annual inspection of gas appliances, flues, and pipework at a property. The inspection must be carried out by an engineer who is registered with the Gas Safe Register, the official body for gas safety in the UK.
During the inspection, the engineer checks that all gas appliances are operating safely and efficiently, that flues and ventilation are clear and unobstructed, and that gas pipework is in good condition. Once the checks are complete and the property is deemed safe, a certificate is issued.
Why is it important?
Faulty or poorly maintained gas appliances are a serious hazard. Gas leaks can lead to fires and explosions, while incomplete combustion can produce carbon monoxide — a colourless, odourless gas that can be fatal. Carbon monoxide poisoning causes around 60 deaths per year in the UK and many more hospitalisations.
Beyond the legal obligation, annual gas safety checks give landlords peace of mind and demonstrate a duty of care to their tenants. Appliances that are regularly inspected also tend to run more efficiently, which can reduce energy costs for tenants.
UK Regulation
Under the Gas Safety (Installation and Use) Regulations 1998, landlords in England, Scotland, and Wales are legally required to:
- Arrange an annual gas safety check at every rental property with gas appliances
- Use only a Gas Safe registered engineer to carry out the check
- Provide tenants with a copy of the Gas Safety Certificate within 28 days of the check, or before they move in for new tenancies
- Keep a record of the certificate for at least two years
Failure to comply is a criminal offence and can result in prosecution, significant fines, and in the worst cases, imprisonment.
